The city of sideways Calmer is a bastion of laws. It uses it’s position as the major hub of trading to enforce strict rules concerning the transportation of goods, and where it can it enforces its own culture upon it’s neighbours and trading partners.

Rules within the city are strictly enforced. For minor infractions, foreigners are given some latitude, but even this is a hotly debated attitude among magistrates. Laws are protected and enforced by a strong city guard, and a caste of wandering magistrates walks the streets overseeing the guard, and meting out justice wherever necessary. For major crimes, perpetrators are brought to a jail. If there are three or more ‘quality’ witnesses, the accused is treated as guilty and must prove his innocence. If there are fewer than three witnesses, then the case must be established against the perpetrator. History of accusation often weighs heavily, even if past crimes were acquitted. While the laws are strict and voluminous, the walking magistrates do not always apply the law equally (or fairly).
